Quickclose > permission error

Hi all.
The user01 has ticket01 in queue01.
The responsible and owner of ticket01 is root.
user01 have rw on group belongs queue01.
user01 sees the quickclose action in the menu click it but in log I see:
[Notice][Kernel::System::Ticket::TicketStateSet] Permission denied on TicketID: 119218 / StateID: 66!

How can I set the correct permissions to user01?
